Because he survived almost 2 years in the mountains of Tn. When a neighbor brought him to me he was a terrible mess. Hence the name Scruffy. Bought he said in my tub for 2 hours while I cut it all off. He has turned out to be absolutely wonderful pet . We are blessed. 🐾
